Mō tēnei tūranga mahi | About this role

This team is responsible for ETS regulatory policy work to support the efficient and effective operation of the NZ ETS, including ensuring that legislative requirements are met.  This includes:  

  • Providing advice on regulatory requirements around the ETS, including   

    • unit limits and price control settings  

    • regulations on the price of carbon, electricity allocation factors 

    • emissions factor information for individual sectors 

    • Advice on ETS industrial allocation policy 

The key purpose of these roles is to play a leading role in the development of analysis and advice on a range of ETS-related regulatory settings and policy issues. These roles has a strong economic policy dimension with a need to prepare, and work with, analysis on a range of microeconomic questions and to communicate the results of technical analysis clearly and robustly.  At senior level, you will be involved in designing the team's workprogramme and leading teams of others in its delivery.  

Ngā pūkenga me ngā wheako | Skills and experience

  • Demonstrated experience of developing analytical policy (preferably with a strong micro-economic perspective), ideally within the public sector 

  • Ability to use a range of analytical frameworks to develop policy advice, and (at senior level) to develop new frameworks.

  • Experience at preparing moderately complex quantitative analysis (Excel based)

  • Strong written and verbal communication skills and, at senior level, experience in coaching others

  • Background in the ETS, markets, economics and/or finance strongly preferred

Whānuitanga Utu ā-Tau | Salary range  

Salary range for the Senior Advisor role is $108,976 to $132,277 pa.  Appointment within this range will be based on skills and experience.  

Salary range for the Advisor role is $79,598 to $96,372 pa.  Appointment within this range will be based on skills and experience.
